An international competition for a city plan was launched at 100 years ago. First prize was awarded to American landscape architect Walter Burley Griffin from Chicago who designed Canberra blueprint. He made Canberra became to Australia's only fully plan city. Since now, there are six important plan surrounded the Walter Burley Griffin design concept to improve Canberra city. Those plan are:
- Griffins Plan (1912)
- Griffins Amended Plan (1918)
- Canberra Outline Plan (1965)
- Tomorrow's Plan/ Y Plan (1970)
- Metropolitan Policy Plan/ Development Plan (1984)
The Y-Plan which has remained as the key strategic plan until now, provided for Canberra to grow through the creation of separate districts in the form of a "Y".
The concept of Canberra's development in the form of separate new towns was established in The future Canberra by NCDC in 1965. The new towns identified in The Future Canberra were to be built in the major valleys, and separated from each other. Belconnen was identified as one of these new towns. The first new town, Woden was begun south of Civic Centre and an adjoining valley, Weston Creek was later added to accommodate more people to lived. Tuggeranong, the third new town, was commenced south of Woden-Weston Creek intersected by the Murrumbidgee River. Gungahlin, the fourth new town, north of Canberra City. Those satellites are being built with many of the characteristics of independent cities with their own commercial employment and retail centres, each having the potential to develop its individual character. All are linked by a comprehensive transportation system including roads, cycleways and an intertown public transport network and each accommodates some of the national capital functions of Canberra.
Belconnen has been redeveloped, the government spent $2.4 million on road works and $100 million spent on upgrading the mall, it takes many positive aspect, but in my opinion Belconnon mall does not take full advantage of the street. Streets can carry life as well as traffic. The footpath cafes enliven the city during the summer months. street and sidewalks become even more convivial as people sit outside, watching the street or chatting with friends. It's a great way to extend street life into the evening.Therefore we should focus on good road connected, do not making building or street in isolation. Probably could build some flower terrace, fountain etc in front of Belconnen Mall,such as civic.
